Technologies for MR THESIS

I need to think deeply about software/technologies I want to use for my master's thesis. I consider Java Technologies (jsp, struts, other...) , Ruby on Rails, Oracle DB, Apache/Tomcat My chose sholud be not expensive for the institut (read: all used technologies should be licensed on GPL, BSD or Common Creative License). I throw away PHP+MySQL , because I did one quite big project in this. I need XML support by the technologies. Any suggestions?
